Lisa M. Harley founded TechSentials in 2012 and leads it as President & CEO and Chief Technical Lead — setting strategic direction and serving as senior RF engineering authority. She brings 32+ years in wireless telecommunications and is a recognized expert in RF systems design, optimization, and large-scale program management.
Her career spans the industry: she began as a Senior Wireless Systems Engineer at Motorola, designing trunked and conventional land mobile radio systems (SMARTNET/SMARTZONE, ASTRO25, CENTRACOM) for major public-safety agencies, then held senior and director-level RF engineering roles at national telecommunications firms. As Wireless Program Manager and subject-matter expert for the District of Columbia (DCNet/OCTO and the Office of Unified Communications), she drove citywide public-safety initiatives including a Motorola 700/800 MHz P25 simulcast upgrade, a NIST-partnered 700 MHz LTE demonstration network, and the deployment of 1,200+ wireless access points and multiple in-building DAS systems across city facilities. Ms. Harley holds a Bachelor of Engineering in Electrical Engineering from Stevens Institute of Technology and is a member of the IEEE and APCO.
